Compress a video to a target size
Pick the size it has to fit (Discord, email, a form upload) and get an MP4 that fits, with the resolution lowered only as much as needed. The video is encoded on your computer and never uploaded.

Questions
Why does it lower the resolution?
A small size means a low bitrate. Spreading that bitrate over fewer pixels looks sharper than smearing it over full HD, so we step the resolution down when the bitrate gets thin.
How close to the target will it be?
We aim about 5% under the target so small encoder variations still fit. The result shows the exact size.
Is there a length limit?
Your computer has to hold the file and the result in memory, so very long or 4K videos may be slow or fail. Short clips are quick.
